My top priority, if elected, would be to work with the Board of Supervisors and the Jail Study Committee to move forward with the closure of the old work release facility on Washington Street and add bed space, preferably by adding a Pod to the existing jail. Encouraging the use of revenue bonds so that money collected from holding additional federal prisoners would make the bond payments, instead of Muscatine County taxpayers making payments on general obligation bonds with their tax dollars would be a priority to complete the project.
I also assure you that I will do everything in my power, including working shifts on patrol, to make sure that we keep adequate staffing at the Muscatine County Drug Task Force.
Installing Mobile Data Terminals in the patrol cars in the 2009-2010 budget year using a grant from the State 911 Wireless fund and regularly budgeted communications funds is currently in the planning stages. We will be working with the Muscatine Police Department to purchase one shared system tied to the Joint Communication Center. This will enable deputies and police officers to complete all reports in their squad cars without coming into the office. Deputies will be able to run all drivers license and vehicle registration checks from their cars, freeing up dispatchers time in the Joint Communications Center.
Installing a low cost video conferencing system between the courthouse and the jail is also on my agenda. This will allow initial appearances by defendants to occur without being transported to the courthouse, freeing up jailers and city police officers from this daily task, and enhancing security in the courthouse.
I will work toward the institution of a program to utilize MINIMUM security inmates to clean up county road ditches, parks, and wildlife areas in Muscatine County. With the cooperation of county judges,
this may also reduce jail overcrowding.
